The Health Policy Forum was established in 2005 to commission work designed to inform policy debate among pharmacy organisations and the wider policy-making community. Its founding members are:

A steering group consisting of representatives from each of the partner organisations commissioned the first report from the Health Policy Forum, Making commissioning effective in the reformed NHS in England, from the King's Fund and the Health Services Management Centre (HSMC) at the University of Birmingham.
